The New York State Higher Education Services Corporation (HESC) is the State's student financial aid agency that helps people pay for college. HESC manages more than 18 grant, scholarship and loan programs, including the Tuitiion Assistance Program (TAP), the state-sponsored New York Higher Education Loan Program (NYHELPs), and a highly successful College Savings program, and offers guidance to students, families and counselors.
