A $39 million one-year expenditure increase boosted the Tuition Assistance Program (TAP) to a record $674.6 million. TAP is the largest state-sponsored student grant program in the nation.

Continued phase-in of program enrichments approved by the Governor and Legislature in 2000, resulted in a two-year growth of nearly $100 million in TAP expenditures, and almost 50,000 in FTE recipients.
