NOTE: As with the 2008 New York State Budget, the 2009 budget mandates a two percent reduction in HESC's 2009-10 scholarship program awards. Upon certification of the Consolidated Scholarship Roster (CSR), HESC will adjust each student’s final award to reflect the two percent reduction, ensuring an equitable reduction in all awards for all recipients.

Definition of budget to be used in calculating the Annual Educational Expenses:

Resident Student

A student who lives in institutionally - controlled housing.

Off-Campus Student

A student who does not live in institutionally - controlled housing, and does not either live with his/her parents, or in a building owned or rented by them. Additionally, the student must either meet TAP criteria for independence, or if dependent, be certified by the institution attended that he/she has applied for but was denied space in institutionally - controlled housing (or the institution does not offer such housing) and his/her parents do not live within a reasonable commuting distance.

Commuter Student

A student who does not meet the definition of an off-campus student. There are two types of commuter students: those living with parents and those not living with parents.

The scholarship awards listed above will be equal to the applicant’s actual tuition and mandatory fees, or the State University of New York (SUNY) average undergraduate tuition and mandatory fees, whichever is less. The chart should be used when estimating awards for SUNY average tuition and mandatory fee amounts for the 2009-10 academic year. Students attending institutions with tuition charges higher than the SUNY tuition charges may, if eligible, receive additional assistance through the Tuition Assistance Program (TAP).

When calculating a Nursing Faculty Scholarship award the tuition component will be based on the sector of the school for which the student is in attendance. Actual tuition charges will be used for students attending a State University of New York (SUNY) or City University of New York (CUNY) institution. When calculating the award for students attending Independent Institutions the tuition used will be the lesser of either the standard allowance (currently $8,134) or actual tuition and mandatory fees. Students may attend on a part-time basis; the awards will be prorated in accordance with the number of credit hours taken.
