Following is the text of the March 10, 2009 communication to college presidents from HESC President James C. Ross regarding HESC and the FFEL program:

As we begin the busiest part of the financial aid year, I thank you for your continued support of HESC as your student financial aid agency. This past year, HESC processed more loan and grant dollars to students than at any other time in our history, over $4.5 billion. Student loan volume is up over twelve percent, we are administering a new Federal College Access and Challenge Grant, and we provided you with a number of new products and services to enhance our financial literacy and default prevention initiatives.

No doubt you have read the President's budget and noted the number of significant changes proposed for financial aid programs, including the FFEL program that would take effect next year. It remains to be seen what the final outcome will be as Congress considers the Administration's proposal. I certainly hope all options will be considered to improve opportunities for the students and families we serve, and that you will join me in offering your voice in this important dialogue. As the picture of the future of student financial aid is formed, I assure you that HESC will be here for you and your students – not just as a guarantor, but as your financial aid agency, providing resources and services for years to come.

We are pleased that many FFEL lenders have contacted us to confirm their commitment to the program through the 2009-10 year. HESC also reaffirms our dedication to your students, ensuring they have uninterrupted access to loans, and that there will be no impact on the processing of loans through the next year.
