The New York State Higher Education Services Corporation (HESC) has finalized procedures for a lender-of-last-resort program.

  1. Operating hours and method of application will be the same as current HESC procedures.
  2. Program materials will be made available to any eligible student/borrower enrolled in an eligible participating institution of higher education located in New York.
  3. Students/borrowers who apply and receive loans under this program will be counseled before receiving a loan.
