Leaders of Tomorrow Scholarship Administration Shifts to HESC

The New York State Lottery and the Higher Education Services Corporation have completed an historic agreement giving HESC responsibility for administering the Leaders of Tomorrow Scholarship, which is funded solely by Lottery proceeds.


As you know, HESC administers many scholarship programs that provide funds for New Yorkers seeking higher education. Most notably, HESC administers the Tuition Assistance Program (TAP), which provides more than $800 million in need-based financial aid to New York’s college students and families and is the largest program of its kind in the country.

HESC’s history of administering TAP and programs like it helped HESC and the Lottery arrive at this agreement. The Lottery will continue to select scholarship winners; HESC is simply employing its policy and technical expertise to provide the best service to the students and families of New York State.

HESC’s expertise in administering scholarships will streamline interactions with college officials who are responsible for reporting students’ eligibility. The certification system for the Leaders of Tomorrow scholarship will become part of the regular processes that colleges already use. It will be integrated seamlessly, and will provide added reports and online inquiry for colleges, students and families.
