Memorial Scholarships for Families of Deceased Firefighters, Volunteer Firefighters, Police Officers,Peace Officers and Emergency Medical Service Workers Supplement

General Information and Eligibility
Memorial Scholarships provide financial aid to children, spouses or financial dependents of deceased firefighters, volunteer firefighters, police officers, peace officers and emergency medical service workers who have died as the result of injuries sustained in the line of duty in service to the State of New York.

Awards are made for full-time undergraduate study at approved colleges and other postsecondary institutions in New York State. Awards are made for study in:
  • Collegiate programs of at least one year's duration leading to a degree, diploma, or certificate
  • Hospital programs leading to licensure or certification in nursing or other fields of medical or health-technology
  • Two-year programs in registered private business schools.
Scholarship Amounts
Memorial Scholarships provide funds to help meet the cost of attending college.

The award covers up to four years of full-time undergraduate study (or five years in an approved five-year bachelor's degree program) and includes the following components:

  • At a public college or university (SUNY or CUNY): actual tuition and mandatory educational fees; actual room and board charged to the student for students living on campus or an allowance for room and board for commuter students; and allowances for books, supplies and transportation.
  • At a private institution: an allowance equal to SUNY four-year college tuition and mandatory educational fees (or student's actual tuition and fees, whichever is less) and allowances for room and board, books, supplies and transportation.

Receipt of other grants and scholarships may reduce the Memorial Scholarship award: the total of all aid received cannot be greater than the student's cost of attendance.
How to Apply for a Memorial Scholarship
You must provide the information requested on the supplement and submit it and the necessary supporting documentation to the Higher Education Services Corporation (HESC) at the address above.
Complete lines 1-12 of this form as follows:
1-6. Enter the information requested.
7. Enter the month and year you will or did begin college.
8-10. Enter the information requested regarding the deceased who was a firefighter, volunteer firefighter, police officer, peace officer or emergency medical service worker.
11. Enter the name of the agency or department in which the deceased served. Attach supporting documentation showing that death was the result of injuries sustained in the line of duty as a firefighter, volunteer firefighter, police officer, peace officer, or emergency medical service worker. Supporting documentation must be from an official state or local agency or department such as:
New York State Policemen's and Firemen's Retirement System
New York State Worker's Compensation Board
New York State Police
New York City Police Department
New York City Board of Estimate
New York City Fire Department
Local Police or Fire Department
(NOTE: Since all documentation is retained by HESC, submit only copies, not original documents. Failure to provide complete or legible documentaiton could result in a delay in the determination of your eligibility for this scholarship.)

Filing Deadlines
This supplement may be submitted and eligibility for a Memorial Scholarship may be established, at any time. Although you do not have to submit a Memorial Scholarship supplement every year, you must submit an application for payment in each year you wish to receive a Memorial Scholarship.

To be considered for payment for an academic year, the supplement and application for payment must be submitted to HESC postmarked by the deadline for that academic year (see below). Application for payment may be made either on the HESC's Express Tap Application (ETA) in association with the Free Application for Federal Student Aid (FAFSA), or HESC's Scholarship and Grant Payment Application. The application may also be used to request payment of any Tuition Assistance Program or other state awards for which you may also be eligible.

If documentation is not immediately available and the filing deadline is near, send the supplement along with an explanation.
